Services will remain available for driver license transactions in Hilo at the main police station at 349 Kapiolani Street. Motor Vehicle Registration services will remain available in Hilo at the Aupuni Center at 101 Pauahi Street, Suite 5A, across from the downtown Bank of Hawaii.

Federal and state laws now prohibit the issuance of a driver’s license or permit to any person who is not legally authorized to be in the United States. Individuals applying for an initial Hawaii driver’s license or permit are required to provide proof of identity, date of birth, social security number and legal presence. Proof of an individual’s legal presence includes a U.S. birth certificate or U.S. passport or other documents. Due to these additional requirements, the waiting time to obtain your driver’s license or permit may take up to two hours.

The requirements can be viewed on-line at hawaiicounty.gov/finance-dl-hi-legal-presence and questions can be emailed to: vehiclerl@co.hawaii.hi.us.
